Dallas Judge Emily Tobolowsky ruled last Friday that a retired doctor’s cow roaming onto a rural road, where it caused a car crash that left a man seriously injured, did not constitute medical malpractice. Russ said a lawsuit by the injured man should be thrown out because it was improperly filed. Besides helping his client, Russ said his goal was to get the courts to restrict their interpretation of the 2003 law, which was championed by then-Gov.
